Memphis, TN – The debate over school consolidation in Shelby County has a larger, national context. Close to 90 percent of Memphis City Schools' students are poor and black. Rod Paige is a former U.S. Secretary of Education and co-author of The Black-White Achievement Gap. He told Eleanor Boudreau that across the U.S., black kids and poor kids do not do as well in school as their white and middle class counterparts.
