Memphis Mayor A.C. Wharton described his administration's new focus in four P-words: Potholes, Public Safety, Pensions and Poverty.
Also in his Wednesday speech (January 29, 2014), the Mayor indicated that some of his signature initiatives -- including what he calls "The Blueprint for Prosperity" to lower the cost of public transportation and utilities for poorer people -- will become more palpable once the City Council works out its impending budget issues.
