Radio Roundtable: Municipal School Districts and the Juvenile Court System

The panel discusses the progress of a few bills in the Tennessee Legislature relating to the creation of municipal school districts. 

There is a bit of confusion about the effects of these various bills, and the reaction by the legislature to State Attorney General Robert Cooper's recent opinion that the suburbs could not begin to make preparations for holding municipal referendums until August of 2013.

They also discuss a report by the Department of Justice Civil Rights Division about the Memphis and Shelby County Juvenile Court System finding a number of constitutional problems with the handling of juvenile court cases.
