Little Rock, AR – A new $20 million program aims to keep migratory birds from returning to the now-soiled Gulf Coast. Arkansas landowners have already snapped up three million dollars in exchange for creating new wetland habitat here. Kelly MacNeil of KUAR in Little Rock reports.
