Memphis, TN – Some school reformers say entrenched teacher unions and overly protective tenure policies are part of the problem in America's education system. Last week a bill singling out the collective bargaining rights of teachers passed Tennessee's Senate Education Committee. Eleanor Boudreau sat down with President of the Memphis chapter of the teacher's union, Keith Williams, to talk about the changes to bargaining the Memphis branch has agreed to, as part of their work with the Gates Foundation--and the ones they have not.
